looking at how people 'fill' their black sacks ......... I am sure that more waste could be put into each one. Does Brum not have bins ? we have blue for cardboard/plastic/glass; black for landfill and green which we have to pay for, goes into a digester or is recycled for composting. Some areas R able 2 collect bags from a drop off point, we have to pay for it
