New data from Action on Smoking and Health (ASH) shows that more than half of ex-smokers who quit in the last five years say they used a vape in their last quit attempt, which amounts to 2.7 million ex-smokers.
Swap to Stop is a world-first national scheme in which almost 1 in 5 of all smokers in England will be provided with a vape starter kit to help them quit smoking as part of a series of measures to help the government meet its ambition of being smokefree by 2030 – reducing smoking rates to 5% or less.
I can't find any details of how people taking up these free vapes will be monitored

. Who will know whether they will take the freebies to re-sell? Whether they are likely to use the freebies as well as smoking cigarettes ......... call me a cynic. Yep.
Apart from health care DH and I don't get anything for free. My first choice would be Yorkshire puddings ;-).
My second: to encourage me to take more exercise: would be a swimming pool in our garden.
People make choices why should the tax payer bail them out

. We are being told that the NHS is lacking staff, monies etc..
