The Vet industry is self regulating. Was this an annual check up? Ears, eyes, listen to the chest, anal glands? [I've read that again: £450.00 would include a GA as well as antibiotics cover and pain relief?]
Once the equipment is 'in place' they shouldn't need to keep replacing it. Medications will probably have risen as will transport costs. As will wages. However!
Don't use an electric brush, get 1 of those rubber with ridges finger 'stalls' I think they are called, plus a doggy paste. if he won't have you near his mouth then put a dab into his food, which will work on the tarter . My spaniel ate raw veg particularly carrots, caulie stalks etc.. And what we called 'bricks', large 4" x 4" biscuits twice a week, sometimes I would smear the paste on that but it was messy!

. .Knowing what I know now, I wouldn't feed from a can but go the 'raw' route because chicken wings are good for cleaning plaque. Vets say 'no' because many are now tied into animal food companies so will push those.
If we think what dogs would get in the wild it wouldn't be a 'balanced diet'!
