Suddenly dropping your dose might well bring the symptoms back. The trend of being on the lowest dose possible is precautionary but also better for longer term use.
I suspect you need to reduce more slowly and find a level that works for you.
Patches and Oestrogel used trans-dermaly are great because it bypasses the liver and I believe processes the oestrogen more effectively.
I have used Oestrogel for many years and the advantage is you can adjust the dose easily starting with a small amount and increasing till the symptoms are under control. For the progesterone, Utrogestan is the kindest progesterone with the least side effects or you can have a Mirena fitted (which is what I have had for the last 4 and half years).
