Progesterone pressure and tingling in face

Does anyone experience pressure and tingling in face when they apply Progesterone in the Luteal phase weeks? If I don’t apply the progesterone then I don’t get these symptoms. I also get tired and lethargic too.

Why would progesterone cause this? Thanks😊
