When pushing a buggy why do they have to face into the wind?  Children do not need to engage with the outside World until about the age of 3, it is healthier for them to see the usual face pushing them.

Also in this cold weather, facing the child towards the person in control of the buggy rather than into the wind is kinder, with ess chance of chapped faces and hands as well as chilled through kids! 

Pushing into the sunshine may be why more cases of skin cancer is being diagnosed in later years.

I often see throughout the year parents on mobiles with the child facing forwards trying to get their attention !!!  Many years ago a survey showed that children pushed away were more likely to be aggressive as their needs were not being met.

If I were in Charge I would ban forward facing buggies full stop!  Once a child wants to engage he/she will be walking anyway.
