Am only 5" with short legs and weigh 50kg..My knee is acting up so looking at getting an electric bike for commuting to work, shopping etc. The problem is they all weigh 25kg and with panniers it'll be over 30kg. Any other petite riders out there and am I just being anxious worrying about the weight of the bike? I won't have to lift it anywhere, just concerned about control and responsiveness of a heavy bike , especially on a windy day . I can't rent one for a week as there aren't any small frame bikes for rent in my city

Brompton (the fold up bike) now do an electric version. They are lightweight and look expensive but i've not done electric bike price comparisons.
I'd imagine though that they hold some value for resale.
I keep getting emails from them as i entered a competition to win one ! no luck there !

Thanks, I must see if they can take upto 6 or 7kg of luggage in panniers.

Have a look at Victoria Pendleton range.
Remember that the battery will be heavy! Several new riders have sustained injuries ::)
I would look for a battery that charges as you cycle. I am 5ft 1" and weigh 8stone.
